The aircraft was designed by Nikolai Polikarpov and the designation IL-400b referred to the Liberty L-12 engine used, which was an American powerplant acquired after World War I.

Although the design promised high speed and better handling than biplanes of the time, the I-1 suffered from a number of technical problems, particularly in the areas of stability and structural strength.
